Illinois lawmakers are weighing the pluses and minuses of expanding the number of casino licenses in the state in hopes of raising billions of dollars to balance the state budget. The Paul Simon Public Policy Institute at SIU Carbondale recently hosted a debate between the state's gaming industry and gambling opponents.
